So's Win9X (which is really insulting come to think about it) and AmigaOS 2.X/3.X It's less about the specific OS/GUI and more about the era I guess.

Win9X isn't an API. Win32 was horrible last I worked with it professionally ~2010. I'm going it bet it's still just as bad because of backwards compatibility concerns.
